This lever technique is very similar to the strangulation technique Ebi garami. The only difference, the essential, however, that in the the strangulation technique Tori leans backwards while Uke's neck strangling with his side arm in the area of the trachea.
In the lever technique the movement is much more of a rotation from right to left and the contact point of TORI's elbow in relation to UKE's neck is laterally; the armpit of TORI is located below UKE's left ear.
